Ordinances
Listed below are brief summaries of some of Kingsley’s most commonly referenced ordinances. You can also read all active Kingsley ordinances in full if you prefer.
City Government
City officials do not participate in any primary election. The Commissioners’ terms are 2 years; the Mayor’s term is 4 years. The current Commissioners’ terms will expire on December 31, 2024; the Mayor’s term will expire on December 31, 2026.
Parking
No person shall park any automobile or other four wheeled vehicle in a front yard or easement within the city limits, other than on an actual legal and paved driveway. (We ask that you not park your vehicles across the sidewalk portion of your driveway as a courtesy to those who enjoy walking.)
Trees
A Tree Removal Permit must be requested before removing any tree in an easement. To protect the sidewalks and drainage, a bond of $300.00 must accompany the permit. All debris including the stump must be removed. Trees removed from easements must be replaced within 6 months.
Sidewalks
Residents are required to keep their sidewalks in good repair and free of debris.
Rentals
Ordinance 2023-3 (570.02) will explain the process and annual charges associated with any Kingsley residential rental property. The permit required is available in the Permit section below.
Construction/Driveways
You don’t need a permit to do construction on your property, but you do need one if you are installing or re-installing/repairing your driveway. The permit required is available in the Permit section below.
Permits
We ask residents to submit a Tree Removal permit application if they want to remove a tree from their easement. The permit will require a deposit which will be refunded as soon as the easement is fully restored including stump and wood chips removal, grass or tree replanting, and confirmation no damage was done to the sidewalk in the removal process.
We also ask residents to submit a Park Use permit application if they plan to use Kingsley Green for a large gathering such as a family reunion, children’s party, wedding, etc.
If you plan to rent or lease your property, short term or long term, submit a Rental Registration form at least 120 days before you plan to advertise your property. This form will be reviewed in a monthly Commissioners’ meeting for approval. The form will need to be re-submitted each year prior to August 1. If you are replacing your driveway, or installing a new one, submit a Driveway construction permit application and it will be reviewed at the next monthly meeting the first week of the month.
Taxes
The City of Kingsley annually enacts an ordinance that authorizes collection of an Ad Valorem tax on personal property (real estate) for the purpose of funding its general operation. We typically determine the tax rate each May, then your actual tax bills are mailed to your residence the first week of July.
Currently, the Ad Valorem tax rate is $.23 per one hundred dollars ($100) valuation of property assessed for taxation.
Payment is per the following schedule:
- Discount of 5% of base amount if postmarked on or before July 31, 2024
- Base amount if postmarked between August 1 and August 31, 2024
- Base amount PLUS a penalty of 10% of base amount if postmarked in September 2024
- Beginning October 1, 2024, base amount PLUS a penalty of 10% per month compounded until paid
- If taxes and penalties remain unpaid after March 31, 2025, a lien will be filed against the property and legal action for collection will be initiated. If legal action for collection is taken, the delinquent taxpayer will be responsible for all legal costs and attorney fees, in addition to all past due taxes, penalties, and interest.
